Qualitative content analysis, 2 documents outsourcing, use of external experts

I need qualitative content analysis of two government reviews, particularly on the chapters covering procurement and expert advice. I am looking for indications of outsourcing, use of consultants, privatisation, arms-lengthing and cutting costs by so called efficiency savings. I need around 2000 words, and I am in a hurry...need it by 31st August. It is for an article about privatisation and defence and security in the UK.
