Mapping in R

I need someone to program R code for 2 projects: (1) take a CSV file with cities from Iran and Thailand and turn them into a map; (2) take a CSV with countries and turn them into a map.
I can give more details. Ability to use R and figure out the necessary language/mapping are crucial. I can give examples of what I'm looking for if useful.
An example from a UK map I did is attached. This would be for individual data points within-country. I used Tableau, but need to have someone program R code. Tableau is expensive!
