GIS image processing, analysis, data presentation

I need a GIS expert to place a skywatch order satellite photo on a specific date, process the image and count the structures, deliver once off maps from the image including possible change detection and comparison photo at a later date, overlay data from Survey 123 shapefiles, generate specific maps on Client demand. I can give a more detailed spec. if this is of interest to you. I anticipate 1-2 days per month.
