WP Theme Customisation

I require a number of changes to a wordpress theme. I will provide a screenshot of how the homepage needs to look + all the images and font colours you'll need. Most of it is very simple except for the areas where I'd like to have it updatable within WP admin (i.e. you'd need to create a mini plugin or customisation to the admin area to allow update without having to do so within the code)

These are a list of changes. The wordpress theme we are working with is NEO:

1. Change background to tile + 2 add z-index images (must be able to update positioning of the images if needed via WP admin)
2. Remove top line content, shift start of body content down and add image (which will contain a logo and tagline) at the top. Need ability to update image via wordpress admin
3. Change the background colour of the link to production site
4. Move contact field titles (on contact page) from the right of the field to the left of the field
5. Add recaptcha to contact form (we will provide the private and public key)
6. Add pinterest icon to the list of icons available when adding social media (we will provide the image)
7. Remove “first name” and “Email address” titles from the footer mailchimp widget and instead make them default text WITHIN the two (and realign the boxes closer together.) Also add ability to add TEXT below the widget title and BEFORE the fields in the widget.
8. Ability to choose whether to have the date displaying on a project (custom post type) or not.
9. Change name of “related project” to “related items”
10. Change theme so that when title of homepage and homepage action content is removed, there should be no space between the slider and the content beneath it.
11. Change size of menu text to twice the size and keep the white space (so widen the top menu area) and change colour
12. Change default title font for the tab widgets to be legible
