Wordpress WooCommerce Advise - Enquiry Cart

I have an e-Commerce site that is running WooCommerce, it is going to be in non-shop mode so that items cannot be purchased and used solely as a catalog system.

What I need is for a way my items can however been added to a shopping cart and rather than checkout proceed to an enquiry form which is sent to the admin and includes their selections.

I need advice on the best way to do this in WordPress and preferably Woocommerce plugins, however if anyone has an easier work around I would take that too.

Please let me know roughly how your method will work - I don't need the implementation but rather how you would do it and what you would use. I may commission you to do the job if it is a feasible solution.
