Wordpress Mobile Responsive Website with Plugins for Specific Functions (detailed)

General information for the website: forum wordpress site with wpeddit plugin
Description of requirements/features: I need help with setting up a site that is setup on wordpress. I have solutions that I believe will work within the wordpress software but you can let me know if there is a much better solution that won't be much more (if any) expensive. I have the theme and most of the plugins already installed and I know exactly how I want it to function in addition to most of the other plugins I will need unless you have better suggestions.
