WordPress expert needed to style my blog/posts to appear exactly as the way I want

I am looking for a Wordpress specialist to style any wordpress theme blog/post to have exactly the same appearance as this blog: https://ai.intel.com/blog/
This is what you will do:
1. You need to do the css styling and everything on your localhost machine.
2. Use duplicator to send me the website for me to install and test on my local machine.
3. Finally migrate your work to my server.
