Website Design

I need a WordPress site developed for a small business dealing in Stationery & Office supply. I have the following already setup:

1. Domain (in the process of being transferred - won't impact site development I think)
2. Hosting (on HostGator)
3. Logos and general content

I need a site with a Welcome Page, About Us Page and Contact Us page, all of which will be essentially static. There also needs to be a Products page which will be the complex part - I want a plugin/form that will enable me to:

1. easily upload new products and their images, with auto create thumbnails and auto populate the product description & code
2. create new product categories and tags
3. since I am not creating an e-commerce site, I only need a "send query" form when a product image is clicked, which will trigger an email to the sales e-mail ID with the query.
4. Couple of simple things which are needed on the Contact Us are: a Like us on Facebook" plugin and a Google Maps frame with the office location.

I am happy to listen/defer to your suggestions on the development and look & feel of the site, and will be available on Skype / Google Hangouts / WhatsApp to answer queries and give feedback. The budget mentioned is indicative and am more than willing to increase it if required.
