Website Design

I am looking for someone with experience and who is good at coding in wordpress and follows the w3 validator.
I would like a theme created to look like the following website http://www.delval.edu/ but i would like it to be blue not yellow. Due to copyright i know there will have to be some changes but aslong as it works for me i am happy.
