Web Design

I have a website that i need to be developed, needs to be flexible in terms of allowing me to change things from time to time. I currently use wordpress, however i want to switch as there is too much spam, so if anyone has any other good custom cms or can over come this that would be great. I have a attached a mock up of the website i would like developed, it is not the final version but just a guide for the creator.
