Small Drupal 8 redirection module

I need a module to be created which allows me to create URL redirects based on specific URL query parameters (the Redirect module does not allow this). This is needed urgently. It is for Drupal 8.

Example:

I have a legacy url which is structured like:
/old-path?name=test&category=thing
/old-path?name=anothertest&category=foobar

I would like to be able to set up redirects based on just the value of one parameter - in this example the 'name' parameter. So I would want to be able to configure:

- if name param = 'test' then redirect to /new-path
- if name param = 'anothertest' then redirect to /different-new-path

The module must include an admin UI so that I can configure the redirects.
