Shipping and VAT issue

I am looking someone who is having expertise in vat and shipping functionality:

1. Currently, vat Applies on total cost but what we need to do we need to apply this cost on the subtotal cost and need to show the vat just below the subtotal and then when we add shipping cost then the total cost of cart should be subtotal cost + Shipping cost
In the Subtotal cost already vat included as the vat is already included in the product cost.

2. When the cost of product greater than 35 Pounds then UK shipping cost become zero and automatically selected but in the case of user select pickup then shipping cost applicable.
