Set up a new blog page in existing Joomla website

I need a web designer with a solid understanding of Joomla to set up a new blog page within an existing website and optimise it for targeted keywords.
While I'm very familiar with the Wordpress blogging platform, I don't know how to set up the same page template, blog categories, and other customisations required using Joomla. I don't need anything fancy — just an extra page integrated cleanly into the site, set up for regular post publishing — I assume using a simple blog plugin or similar functionality?
Proven experience with the platform and a quick turnaround will be key factors in deciding a winner for this job. Please give me an indication of the hours you expect the task to take when bidding...
