New wordpress blog with a christmas theme, bilingual

General information for the website: I want to publish approximately 10 articles between today and Dez24. It will be a story with the (working) title "santa claus in trouble".
Description of requirements/features: I want a serie of lets say 10 chapters. every 2 or 3 days one chapter will be published on a blog.

At the beginning Santa Claus is in serious troubles (all the christmas related projects are late, children will not get their gifts in time) ... and step by step the problems will be solved.

MAYBE: readers are invited to analyse the situation and make suggestions how to solve the problem.

So the page needs:
* bilingual (german/english)
* links (with logos) to related homepages
* possibility to write comments / to engage in a discussion
* theme related to the idea "santa clause in trouble"
* theme has to support smartphones

Has to be installed on our webserver. I will povide url. Installation has to be "user ready".
