New Business website designed and built ASAP

I need a website built similar to www.createitsolutions.co.uk but I need it to be a London themed website, with a cartoon feel, a cartoon map of London with a train track and possibly a train that travels down the page. I don't want any flash used as I need it to be viewed from iphones too. I have attached a basic image I have put together on photoshop that I would like to be followed.

The map needs to be created and I like the style of the map I have attached. The map should be followed all the way through the website with no breaks in the pages, and all the way across with the train track in the middle.

I need someone to design and build.

www.createitsolutions.co.uk this is my reference site and I like the auto scrolling effect the website has.

My current website is www.buzzybags.co.uk so I want to keep the cartoon effect but more London themed etc
