Need a wordpress template and implementation

I am looking for skilled wordpress template makers. You will be required to generate a single template and modify it by changing colour scheme in to two templates. I then need this template applied to 12 wordpress installations (6 each). Priority will be given to people with prior work experience and particularly those that can show me samples of their previous wordpress work. Active sites are a bonus, references are an additional bonus. I am particular about time and I am short-pressed for it, please keep that in mind while applying. Further I will require Photoshop generated mockups in low res Jpeg formats for approval of design and structural elements. A max of up to 6 such mockups maybe required before approval process is over. Please bear this in mind.

Mockup

We need to build 2 mockups initially, following mockup guidelines will minimise need to re-design. If mockups are rejected by my clients, we would need to repeat the process twice till agreement is reached with them. Client suggestions on redesign will need to be followed closely.

Mockup guidelines

1) Nav structure : The site will have two Navs one on top and one on the left.
Nav items: Top
Home, About Us, News and Events, Staff List, Contact Us
Nav items : Left
Messages, School Profile (link to home), Photo Gallery, Directorate of Education

2) The website needs to flexible (non-fixed width)

3) Colour Scheme for both mockups
⁃ Blue
⁃ Follow traditional Sikh colours closely, refer to sikh institute websites for motivation

4) Site Structure
i. Every school will have its building picture in main area of the index page along with a small school profile.
ii. Make sure to add textual nav at the bottom
iii. Avoid breadcrumbs
iv. The text should be easy to read with a background that is pleasing on the eye. Please avoid bling, garishness.
v. I am looking for a modern website, even though I understand you are working with constraints of template design try to make the site look as if it were done to order.

Post Mockup phase

Now that your mockup is approved please initiate site building with the following in mind.

1) Uniformity: We need 6 sites each with 1 approved template and 6 with other. All websites will follow a uniform structure, only content will differ marginally. Please seek advice for content insertion if you have any queries.

2) Security : I will provide access to Cpanel/FTP/Wp-admin area. Please ensure client confidentiality at all times.

3) Ethics: Contact with my client in any form will lead to termination of services immediately. All queries must be addressed to me directly

4) Deliverables: The templates must be installed. Some content will need to be inserted (particularly imagery). Rest will be open for discussion.

5) You are responsible for making sure that plugins for photo gallery, Contact Us etc function properly.

6) Post Design: A final requirement of the client is build a form so that their schools can update certain information about their staff directly on their websites. A simple form design for that would be needed to be executed for that purpose.
