Load time improvement on Joomla website

Experience Level: Intermediate
I have a Joomla 3.6 site running on a windows server with apache 2.4.4, php 5.4.12, mysql 5.6.12 and the ttfb is approx 5s. When loading the page resources on the server do not appear to be heavily loaded. I converted the front page into html and it load instantaneously so I believe the issue must be with php or mysql config.
I need someone to improve the load time.
