I need to export the Wordpress header & footer to external (x)HTML

General information for the website: Header needs to be exported to (x)HTML code according to the specific requirements
Kind of development: Customization of existing website
Description of requirements/features: There is a working Wordpress theme installed (currently not publicly visible) which we need to extract header and footer from — for the 3rd party app to use.

The result should be 2 html files: Wordpress header + Wordpress footer, fully identical with the Wordpress site.

The specific requirements for the (x)HTML code that we should export our Wordpress header and footer to include:

10. AVAILABILITY OF LINKS AND PICTURES

All requirements can be validated upon completion (or in process) in a specifically developed validator from the 3rd party app.
