I need someone to implement an api into a custom plugin and more

i had a freelancer working on a plugin for my site.
he has gone out of contact.
i have not received the plugin from him to install on other sites.
the api used stops working after so many refreshes to pull data.

for this job i need
1. someone to be able to change the api in plugin to https://iexcloud.io
2. someone to be able to add security to plugin so a user in back end can use plugin features and add data and access user list but not be able to steal/copy plugin and not be able to change any other part of website. and not be able to become admin user or change admin user.

3. i need the final plugin to be sent to me as a zip file so i can use on other sites and all changes made to original site from plugin. like the html pages in my account section the design and look of the my account section in front end to all look the same on other sites that install the plugin.
