I need my wordpress.com site redesigned and to have WooCommerce added.

General information for the website: A consultancy company
Kind of development: Customization of existing website
Description of every page/module: Please see attached document with wireframes and notes.
Description of requirements/features: I already have a wordpress.com site (hosted by wordpress and I'm on the business plan).
I've started building my site, but have encountered 2 problems:
1. I can't find / customise a theme to take into account my wireframe (even though it's very simple and has 5 basic pages)
2. I can't add e-commerce (such as Woocommerce, to allow PayPal and credit/debit card payments). I'm informed by Wordpress that because it's a wordpress.com site (not .org), that I can't add e-commerce, but I'm seeing conflicting information from others.

I would like someone to do these 2 things:
1. Customise a theme that can matches my wireframe (which is uploaded here for you to see) and the colour scheme (on the attached document) - I'll add all the words, images, video and forms myself afterwards.
2. Add Woocommerce to allow the site to accept PayPal and credit / debit card payments

I'm looking for someone who can provide me the above plus some advice about other things, such as SSL certificates, etc.
