I need a WordPress custom admin theme and front-end theme

General information for the website: We provide free websites
Description of requirements/features: I need a WordPress theme developed which should use a framework that utilizes HTML5/CSS3. The theme will be a basic website with sections for logo, banner, navigation, font control.

We have a main website (weeuu.com) which is a WordPress website with a theme. We need a plugin which will be able to connect to our theme. The plugin will be a basic custom post type called 'Videos' and will contain links to our youtube videos. The youtube videos will then be able to show under our theme where we specify 'Video Tutorials' which would pop up or open to show the tutorial for that page. We need some insight about this, as if we ever update our website theme to a different one, we should still have this 'Videos' working. So for that purpose I am suggesting a plugin. It should be able to work with future WordPress versions as well.

Another part of this is an organization website. We need a modification of Default Twenty Fourteen theme to include a plugin or custom post type (should remain working with future WordPress updates) which will have a section called News. This news section will have three sections which the user can create, and be able to include content in each section. The news would then need to be able to show up under our theme Dashboard.

Our Wordpress theme will utilize the back end admin of 3.8 but with some modifications for our purpose. This will include hiding elements the current admin back end shows and restricting to only what we want to show. Also other elements will need to be added.

We will also need something which can check a folder on our main website (weeuu.com) for updates. So if Wordpress has updates, it should know to update that. And if we have updates for our theme, it should know how to do that part as well.

I have not yet created any sort of mockups. I want to see if a developer who can design amazing, to be able to create a custom admin theme for us using what we need. Remember it should be mobile ready and upgradable.

The theme is currently connecting many things and modifying Wordpress core so we need to develop from scratch. But we basically want all the options currently there, but a different nice maybe a flat UI design trend. Again a big chunk of this it should be able to be updatable. I also need flexibility with the designer and developer to have patience and help us as if we need direction. I have tried to put everything in the Word doc attached but may have forgotten some small items. Again, I need someone who is a PRO not a beginner or amateur at this.

I want to make it clear, over time we have had many developers keep trying to charge more money and are terrible at delivery time then what they say.

If you are not 200% confident you can do this do not lie to me or bid on this please as I have gone through this process many times. I understand I am outsourcing this work, but this does not mean I get a cheap product. This product is for a company and will need to be worked on respectively, confidentially, and in a tight timeline.

If it is better to work in phases, I am all for that as well.

It would be great to see some portfolio of any developers who have developed custom admin themes, mobile ready themes. I know that in development a framework is used for developing responsive mobile ready themes.
