I need a drupal expert to modify an existing site

We need a drupal expert to modify a section of our website. We need to:
Modify the “Part and Services” static page to comply with the requirements
Create a “Immediate Service Dispatch Request” form
Create a “Online Parts ordering request” form

We need good skills in Drupal responsive design and, graphical skill because we need to comply with the existing site. The site is a Drupal site, responsive built on top of Omega 4 (scss stylesheets). Those forms must be in english/french. Images and fields will be provided to candidate.
