I am looking for a plugin developer for my web page

I am looking for a plugin developer who can developed a plugin to put a photo editor for my web page.

When you go to upload your photo to the page it will not let you fix it i need a plugin that will do it.

Sometimes when they are trying to upload this photo it will only let them upload sideways and there is no way to correct it.
