Good WordPress developer - ideally UK based

General information for the website: Various diff sites
Description of requirements/features: I run a digital agency and have a team of people who work for me, but am looking for another WordPress developer to join the team, but it is very difficult. I can find people who can code, but cannot design, or those who have a good design eye but cannot code. It is very frustrating.

I cannot do every single job myself as I am very busy and need to do lot of other things.

I have used various freelancers on this site, but the quality is not very good, but I am still determined that there are others out there who are decent, but I just haven't discovered them yet.
I understand that I cannot afford the best freelancers at the moment, but I think there should still be some decent ones out there at the moment.

I have a LOT of work and the right freelancer will be kept busy if they want to. I will happily trial lots of people (paid, of course) and then work with those who are very good and efficient.
Realistically, I cannot pay more than £15 per hour, which limits me somewhat, but I am determined to find some good candidates.

Ideally, I am looking for UK based freelancers as there have been severe communication issues in the past, but will look at those others who have good comms.

Please reply with your qualifications, experience and WP knowledge, as well as examples of work.
