Fix wordpress database issue on website via Google Cloud

We need a quick fix for this error:
"Error establishing a database connection"

1. Our credit card date at Google Cloud expired.
2. Google stopped our services
3. We updated card details and paid immeditiately
4. All VM instances had stopped.
5. We restarted VM instances and other sites came back.
6. One website returns the error.
7. We cant access wp-admin area.

We need to add you to Google Cloud IAM and you need to be able to login and bring site back on-line.
