Edit Wordpress theme - responsive changes and adding widget

I'm developing a website for a client that needs some final changes made to it before it goes live, I do not have enough time to complete it myself.

The changes required are:

1. The three featured boxes towards the bottom of the page need to be moved up so that they are more central to the page.
2. The featured boxes are displayed differently on different sized devices, eg on a mobile device they will disappear off the left of the screen when viewed in portrait mode and will hide under the navagation menu when in landscape mode. They need to be static in the same position for whichever device the website is viewed upon.
3. A widget called 'Magic Scroller' needs to be added under these three featured boxes and branded to fit in with the colour of the website. there are no widget areas on the home page so this will need to be added in the home page template PHP file.

This is quite an urgent job so fast turnaround would be needed.
