Design a Drupal 7 responsive theme under Omega 4 Framework, from a PSD File

We are looking for a professionnal Drupal developper or theme integrator for the implementation of a responsive theme based on a PSD file. Theme must conform to best practice by implementing Omega 4 Framework (SASS, Compass, suzy) Theme with some "dynamic" element (javascript) for navigation on a product selector so that we can "lock" parent menu item.
