Custom Wordpress Plugin Development

I want a custom plugin for my WordPress website, that could check a car by specific methods, then show the user a price to continue his order with. Then the user completes his order based on the car, then signup or login to go to the payment page (cart). And whenever the user login he can find old orders. The plugin should perform 3 functions for the website users: Function #1 (for visitors): select car maker from a list (ex. TOYOTA) > select car model from a list (ex. CAMRY) > select car year from a list (ex. 2015) > press lookup. Then and in a popup, the car image with the selected data will appear with a price (defined by me as admin) will appear too in a button, so the user could continue to sign up/login then pay. Function #2 (for visitors): enter car VIN number (need a good API for it) > press lookup. Then and in a popup, the car image with its data will appear with a price (defined by me as admin) will appear too in a button, so the user could continue to sign up/login then pay. [data want from VINLOOKUP API are: maker, maker logo, model, body type (ex. Sedan), fuel type (ex. Petrol), engine capacity (ex. 2000 ccm), engine (ex. 2.0L DOHC MPI), gearbox type (ex. Automatic), gearbox (ex. 6-speed) - (VIN ex. KMHD741F6HU318471)]. Function #3 (for registered users & in his profile): user can see old orders. The plugin should perform 3 functions for the website admin: Function #1: enter car data for the list (car maker, car model, car year, image, and price "define the price that will appear to the user"). Function #2: link data from the API to the list created by the Admin, and if there is a car not listed by admin, instead of the price in the pop-up, it will be a (get a quote) button.
