Create a simple CMS website

I am looking for someone to create a simple webpage (similar to http://www.hayley-group.co.uk but with a better homepage). I already have a homepage banner designed but you can feel free to make it better. I had a previous designer working on it but he has let me down. His work to date is here: http://bearing.8ddesign.com/ - the dropdowns etc is all perfect and is as it will be on your site.

I need this project turned around quickly. I am willing to pay a little extra for this.
