Business Directory / Wordpress Buddypress site

Situation;
User is looking to create an online network of local businesses in one specific region. The network will serve as a directory with a 'wall' where users can share news, offers and communicate with other members. Membership will be paid.
Offline benefits will include business to business discount keeping and generating trade in the region and helping out those people that create jobs in the region.

Execution;
Members profiles will be a short intro with a timeline cover, possible option to click and recommend this business. Only that option though, no ability to 'down' vote or criticise.

Homepage to possibly consist of either the 'wall' or an auto fill where users will be presented with an input box such as "I need a ___________ in (region)". Homepage will also require a section to feature 1-5 businesses.

Business will be broken down via sector and ranked via how many endorsements with the option to have a 'featured' business in each category.

Possibility of a forum.
Facebook sign up for whole site.
Option of PayPal subscription, paid monthly or yearly. Will also require ability for admin to auto turn on or off subscriptions for those who pay in cash or direct debit.

Admin need ability to send messages to all users.


I don't mind using a themeforest template for this, so don't give me a load of nonsense about 'design' costs. Please submit a proposal stating how you'll do it, what you'll use, ie can it be done via Buddypress or does it need something else? Estimated time for build and a breakdown of the cost. If using a buddypress theme off ThemeForest, then I expect there is only some customisation to do.
