Adapt Projectopida Plugin Email Piping

We have the plugin projectopia. It allows email piping. To sum up when an email address matches an email in the system it creates a ticket.

We are looking for someone who can adapt this plugin so it picks up all emails and creates a ticket even if they are not in the system. IE it creates an unassigned ticket. The developer has confirmed that the code is easy to edit however they are unable to do the work at the moment.
