Static home page for Wordpress.com blog needed plus CSS code.

I have a free Wordpress blog that is developing into a functional website. I need a front page designed (that will be static and lead into the rest of the site) for a Wordpress.com blog. There maybe more work to do on an ongoing basis, plus I have lots more work via my clients that I can pass on if I find the right person! Unfortunately, the first person let me down so please only apply if you have created state of the art, dynamic and non traditional webpages.
