Sportwear Designer for start up

Hi,

I'm looking for a cycle sportswear designer for a new start up business. Currently I require a jersey and bib shorts design. I have a fair idea of what I require and have made some rough sketches with jpegs available. Now I require these to be refined and put in an appropriate format for samples to be manufactured.

As a start up I require this done a cheap as possible, intrinsic detail is not paramount however I do want a professional job done.

Could you put together a rough estimate of how long and subsequently how much this may cost.
