Software developer needed for offshore gaming startup

These are the basics of what I'm looking to do.
Sweepstakes/ Lottery website:

The customer would log in
They would then have a choice of however many tickets they would like to buy at $1.00 US. per ticket.
Each ticket has a random code on it that is related to that persons username.
Once the jackpot has reached its limit, the program chooses a random winner.
The random code that is selected then pulls up the winners information for payout.
Then the program immediately starts a brand new Sweepstakes all over again.

The web page will need a live real time jackpot counter to show how close it is till it hits the limit.
The house (the business) will hold every third dollar for compensation.

(No matter where the customer lives in the world, all money for tickets should be converted in U.S. currency and paid out the same way)

If you could give me an idea of what it may cost and time to complete I would appreciate it.
