Instagram shopping set up

Hello

Trying to set up Instagram shopping for my client:

I've done all the steps listed here

and it's not working.

I'm based in Indonesia so given the message that comes up when I hover over 'why' (see attached screenshot) I think that could be the issue. Both accounts were set up a while ago by people in the UK though with UK addresses so I'm not sure.

I'd like someone to investigate, fix the issue and tell me what was wrong so I am able to fix the issue should it occur again in the future.
