Ethical link builder needed

I am looking for an ethical link builder to assist me in my projects. Having recently started a company taking on SEO projects I am looking for someone to partner with who can carry out the link building part of the projects for my clients sites. I am looking for a reasonably priced freelancer who will advise on how they will be providing the links throughout the project. My concern is that you must know how to do this ethically, with the recent changes to Google it is vital that the links are built in the correct way.
