Unable to change to Business profile on Instagram. URGENT

We are a small business trying to increase our social media presence but Unable to change a Instagram account to a Business profile. It was previously a business account but we are unable to change it back. Whilst trying to set it up as a business account, an error message comes up saying “you have reached the limit for the number of Businesses you can create at this time” but we only have one instagram page and one facebook page, all other ones have been permanently deleted.

Unliking and then relinking accounts, as well as deleting and creating new accounts have not been successful.
We have exhausted all options so please only message us if you have health with this before and successfully resolved it.
