Facebook Page - Expert required

We have a facebook page;

1) Links to ‘ Related pages ‘ which usually show on right hand side of facebook opening (index) page under the Numerical No of likes No, has disappeared.

2) ‘ Settings ‘ which normally links to the page where I can manage what is seen on index page eg; ‘ Related pages ‘ links to obscure page.

3) Facebook ads isn’t allowing me to run ads, the page has no links that work, that allow me to set up the ads process.
I know it's a small job for a facebook expert, but needs fixing at a set hour/rate.
This is a small job for someone who knows what they are doing ( 1 to 2 hours max).
Please stop with the outrageous offers/proposal prices., i won't reply to them.
How much to fix?
