Facebook and instgram marketing

Often i go on a website then see ads for that website or product on my facebook and instagram. How do i get ads to appear on facebook and instagram, for people who have visited the PPA pages of my juniorjam.co.uk? Can i do this for competitor websites? Can you create a campaign for me with analytics?
