Facebook Ads Manager Expert

I am looking for a Facebook Ads Manager Expert who can help me generate a "leads campaign" using one of my videos I've already created. I am familiar with ads manager and with boosting posts but don't have enough experience to be truly targeted with who I want to hit. My services are very niche so it would be focused on a small area and demographic.

My target audience is limited to people who live in Phoenix and Scottsdale Arizona (no other surrounding cities currently) and I would like them to have a combined household income of $100k+.
