I need a web application with IOS application and android one

I want to create a virtual fidelity card for my clients, the client that want to do the card enter in my website, choose to do the card and will be redirected in the web application that u have to create.
The application populate and manage the database of client and create the visrtual card, also take the photo of the client. The card is created with the data of the client with his foto, and the card number also generate a QR code. (ios application and android one do the same)

There are 4 tipes of user

1) super administrator
2) administrator
3) controller
4) client

Super administartor can modify everything (also directly by sql)

Administrator can read everything but not modify but can assign points to clients

Controller is a person that with web application (or ios or android one) scan the qr code of the client and control the card and the person that is showing it and can assign points.
