Social media strategy on twitter

I am looking for someone to develop a practical and implementable social media/personal branding strategy for my twitter. My goal is to establish myself as a subject matter expert in the field of social/impact investment and entrepreneurship.

The strategy shall include implementation plans and timelines on the how, what, why, when, where.

The key success measures of the plan will be the increase in the number of followers, the engagement levels to my tweets.
