Skinning of WP Theme

I'm looking for someone to skin the http://jether.net/~dev/lr the same with http://jether.net/~dev/leaders appearance. The problem with http://jether.net/~dev/leaders is "the current developer did own theme and backend instead of skinning base on the existing backend in http://jether.net/~dev/lr but he can't continue on this anymore for some reason.

The responsive HTML codes and PSD files are already provided. I'm looking for cheaper yet can deliver cause it means I'll pay again since the previous developer did the wrong thing (but honestly, i'm impress on his frontend but it just happened the backend is different on existing backend which required by the client)

NOTE : My ideal budget is $20 cause it might take only 3 hours or less since the HTML Codes and backend are already provided. Sorry for the confusion cause I thought it need to redo as PSD to WP Website. The previous developer did it for 5-6 hours from PSD to Responsive WP Theme but unfortunately different theme structure and backend has been done that's why I need to have someone to redo it. I need this on or before June 22, 2013 night.
