Simple Mobile App for viewing and purchasing videos

I have been approached by a client to build an app which has the following functionality:

1) Will have 3 main sections
- one will have videos which must be able to utilise in-app purchases for content.
- another will be a section which shows development stages of a certain industry
- will allow some content available for free based on the video platform

2) The hosting of the videos we can deal with
3) The design of the app can be done by us
4) I'd like it to be suitable for iPad and iPhone (all versions)
5) The content will all be supplied to the successful developer
6) If possible, I'd like to release it under a name which is confidential and discreet
7) There is possibility of more developments
