Simple location + photo based mobile app required

I am looking for a developer who is able to write a mobile application from scratch. The primary functions of the application need to be:

User registration.
Capture a photograph along with geo and orientation data.
Highlight a specific area on the photo/map with a pin.
Utilising Google Maps API to plot pin and location.
Send the data via email to me.
Payment processing (tbc).

Requirements:

Experience in mobile application development, iOS and Android.
Experience in geo tagging, location based technologies.
Must be based in or around Hackney, I am seeking a local partner only...this is v important to me.
Ideally a developer open to wider opportunities and entrepreneurially minded.
