Set up a Responsive Magento Website based on Existing Design

We want to replicate the existing website: http://ilovemyreadingglasses.com onto a Responsive, PCI Compliant Magento platform.

So no design to do.
Set up templates on an existing PCI compliant server (I'll provide the details), replicate the shop (only two products from each category). Integrate with Google Checkout and PayPal Pro, with future scope to integrate Sage Pay.
Integrate an existing Trustwave PCI certificate, and integrate an existing SSL certificate.
Advise on future scope also for multi-language support (via modules etc).
We need a few navigation menus to choose from.
Allow 1 hour max for online training on how to generate stock and finance reports, and make ongoing tweaks.

I'm allowing for 10 hours at £25 per hour (no vat) which should suit a self-employed/ sole-trader type person. This I hope should be realistic for an expert in Magento.
