SEO work, promoting site with links

I have recently launched a new website and I am in the process of promoting it.

The website was built with wordpress and I have a couple of SEO plugins that I am using at present. I have done the following to help the site be found by google: sitemap, webmaster, submitted to search enginges, facebook/linkedin/twitter/google+ pages.

I am actively writing new content and plan to use adwords in about 3 weeks. Before I use adwords I want to promote the site with more links and media partners.

I am looking for help promoting the site at the moment and driving traffic there. This would be ongoing work helping with SEO on a freelance basis. To start with I would like a proposal on ways you think you can link to and promote the site, I will then offer the position to whoeer has good experience and have suggested an excellent proposal.

Please quote me exactly what I would get for the money and how long it would take.
