SEO strategiest

Summary:
I could use a hand with driving my SEO efforts on my site. I have a site but I have no experience on how to operate a site or how to make it visible and visited.
Objective (goals):
Get organic traffic from target audience.
Develop SEO strategy with execution guide in details.
Monitor strategy execution. (as an extension to this offer)
Start and deadline:
Flexible, within 1 month.
What I have so far:
A very basic SEO strategy that I've put together.
Some basic steps done, like directory listings, some forum commenting.
Requirements:
Experience in SEO (3+ years), preferably with references.
A single freelancer is preferred over a company.
Take responsibility and ownership.
Please indicate how many hours you would be available for the budget indicated.
Budget hint:
Moderate, since the site will not generate little if any profit for me. It's an educational site I've set up as a hobby.
Resources to build on:
A student in China, speaking fairly good English. She is interested to learn and do various things in SEO. (She studies foreign trade, so not a professional in SEO.) Contracted for 8 hours a week.
A web developer in India who is on-boarding this week. She has photoshop, PHP and some designer experience. Looks as a promising help to deliver specific requests. She is contracted on-demand basis.
Bottom line:
I would need a brain who can give guidance that I can follow with my helpers. I'm looking for an affordable expert advice with delivery via the resouces above.
The main purpose that I can remove myself from doing SEO and focus on content as much as I can.
Info about the site:
A non-profit student investment club. Target audience is finance and business students worldwide.
