SEO Required on a Simple Wordpress Site

I require someone to do full SEO on my wordpress site, the keywords are relatively uncompetitive.

I will need someone to provide an initial report of what they intend to do and how we can achieve the highest ranking on search engines. I will need someone to submit the site to as many as you see fit. I will need backlinks created (obviously from good sources not black hat).

I will review the progess based on traffic driven and the better the return on my investment (what I pay the nominated sub-contractor) the more work I will be putting your way.

Initially I will pay for 3 hours for someone to look into and outline exactly how they intend to take on the project and subsequently how many hours a week/in total it will take for the them to implement it.

I do not expect instant results however I will be monitoring the situation closely and if I believe I am not not getting the required support/progress made I will offer the job elsewhere.
