SEO - Need Website ranked on first page of Google (.com.au) - White Hat SEO Only!

We are wanting our page to be ranked on the first page of google for a list of specific key words.

Our primary audience is Australia at the moment, so if it is easier and more cost effective to focus
only on Australia, than that is what we want to do.

We are only interested in White Hat SEO stratergies. We do not want any stratergies implemented
that may reflect badly on us and eventually drop our ranking or blacklist our site.

We are an online jewellery business, so we will be wanting to appear on searches such as

"Australia Online Jewellery" (or just "online jewellery" if these keyword can automatically be searched
geographically - using google.com.au for example)

Obviously these keywords are common and would be quite costly, so we are looking for keywords that will
rank our site on page 1 of google searches, for keywords that will fit our budget.

So your job is to

1) Find 10 keywords/phrases that are common search phrases but not costly (high competition)
2) Have our site display on page 1 of google.com.au for these search phrases
3) AND implement it using White Hat SEO strategies
